Yes, silver plate and not sterling but that means you get all of the visual appeal at a fraction of the price of a French sterling silver piece. The silversmith mark is for Louis Coignet of Paris who apparently worked in both sterling and silver plate judging from this one. Paris circa 1889 1893 is what my reference guide says though that
